Burning Crusade adjust arena rating decay to affect personal rating instead of only team rating

currently the arena rating decay only affects arena team rating for teams above 2000 rating. due to this you can invite friends to your team and have them play 10 games for you and you wont decay for the weekly flush. this way you can avoid queues that are not optimal for your team comp or get boosted easier because your personal rating will stay close to the team rating.

so if possible please add a personal rating decay as well if a player fails to meet the 30% total games played per week similar to being eligible for arena points flush.
