I don't believe it is actionable, you see the same sort of thing on many others servers and classic. You just need to be very careful when buying things from AH, it also gives confirmation box.

Regardless yes you can open ticket, but I don't think anything will be done ...

This is not malicious or actionable. You are free to post anything for any price and it is up to the buyer to determine if they are willing to pay your price. He posted it and you bought it of your own volition; he did not trick you, deceive you or threaten you to make you purchase it. You clicked it and confirmed your purchase. Buyer beware because buyer's remorse is not an issue for the GMs.
