Burning Crusade Crusader and Judgement Bug?

Any other paladins having this issue?

Every now and then when I cast seal of crusader, my judgement icon doesn't light up, and therefore it doesn't think I can cast the judgement.

Sometimes I can cast seal of crusader again and it will light up, but other times I have to cast another seal, then do seal of crusader again before it will work.

It's hard to pin down what might be causing it as its something that maybe happens a handful of times a day, sometimes more depending.
