It has now been fixed

It still doesnt work. Tested with a fresh char, bought fishing on ally, fished. got one skillup not two.

Hello it does work. 

Per Wolfenstein (main dev):

Fishing works differently than other professions because you need to perform a number of successful fishes before you gain a skill point. I made it so the Alliance perk simply reduces that number by half

A 100% gain would not mean you get 2 skill ups in this case.  Since there is a chance to fail at getting a skill up and you need to perform x attempts to successfully get 1 skill up Wolf did x/2 which means you get skill ups twice as often or 100% more than you would have otherwise.  In other words, you level fishing twice as fast as horde characters.  This would be different than if he had made a 100% guarantee to gain a point by fishing or made every successful attempt give two points, though, double the points or half the effort works out about the same.
