Aragonee stole an item he didnt need, after that i requested him but he told me i had to give him 100 gold for an item he didnt need

GMs do not intervene on matters involving loot in 5-man dungeons.  It is not worth the time and effort it would take to investigate and determine who should truly get an item for a 463 blue item.  It also would open up the flood gates for tons more requests which there are not enough GMs to handle because of all the people who thought they were wronged by the RNG.  You are free to place them on ignore and tell your friends not to dungeon with them and go back and run the dungeon again for the item.  You can even hand pick your group so you get people that don't need and won't roll against you for the item.  One of the forum admins has a post here that really spells it out.
