Check where the files are located.  If your main wow folder is in Program Files or Program Files (x86) it is likely caused by a permissions issue when trying to write the config files.

The game saves things like graphics settings and the confirmation that you ready the agreements in a config file, but if it lacks the ability to modify the file then it won't save those settings on exit.  You can check the permission settings on the folders and files and make sure that your user or a group your user belongs to has the requisite permissions to be able to read and modify the file(s) the game is trying to alter.

You can modify the permissions on the folder, sub-folders and files or you can copy the game to somewhere you do have the required permissions.

This problem is very common with windows apparently.  There are areas that are projected by windows and restrict access.  Program Files and Program Files (x86) are two areas that are protected by windows.

Please, do not just "Run As Administrator".  This would prove that it was a permissions issue and it should work, but doing so gives the program you run as admin complete and total god mode over your computer.  This is simply a bad idea.  If someone were to figure out a way to exploit the game client or the server to cause damage to your system and you have turned over complete control to the client then there is nothing standing between you are whatever damage they can cause
